supports 100rel, but does the originating party indicate support for
100rel? That is a necessity to use reliable provisionals.

You are confusing the offer with the answer.
For an answer, the answer must be in the first reliable non-failure
response to the INVITE transaction, be that non-100 1xx or 2xx.

It is a must to resend SDP in 200 OK if SDP sent was in an unreliable
response(180 with out reliability), This is because tehre are no ways
to confirm if SDP in 180 is reached the server.
