The database to store services related info is HSS.
You should store all information in HSS but can have consistence copy anywhere.
Or in other words your telephony server data should be in sync with
HSS. You can update either one first but the other should be updated
accordingly.

Since the RFC says the disallowed component (the port) should be ignored, then
the port should not be included in AOR comparisons.
