Will the voice call succeed if two SIP endpoints talk to each other in the
Internet.
e.g.
sip-ua-1, sip-ua-2 running in public IP's.
sip-ua-1 initiate a call to sip-ua-2 via direct ip calling.
Will the call succeed.

The registry for option-tags does not specify which tags can be used
in Proxy-Require versus which are to be used in Require. I
