The expires is applied to the specific contacts supplied in the
REGISTER, in this case none.

Because it is missing the Contact header, the expires 0 cannot cause a
deregister. Thus unless you find a reason to reject it, it is fetch instead of
a deregister.

It's a deregister request. So you need to remove all the bindings for that AoR.
