See rfc5057 and rfc3261. The response (such as 481) typically does not
terminate the dialog; however it can trigger a BYE or CANCEL to
terminate the dialog.

The INFO 500 doesn't terminate a dialog. However depending upon the
importance of a successful INFO, the UAC may decide to terminate the
dialog by sending BYE.
