As per RFC 3261 SECTION 7.3.1 Header Field FormatMultiple header field
rows with the same field-name MAY be present in a message if and only if the
entire field-value for that header field is defined as a comma-separated list

Does 3261 specify the number of a certain header in a SIP message? We know that
multiple Via or Route headers are possible in a message. But what about From
header or To header? It obviously sounds weird, but can we put two
There are a number of headers that may only appear once, including From,
To, CSeq. IIRC this is addressed in the text relevant to each one.
