See RFC 4566 section 5.2 which indicates that the origin line is globally
unique identifier. Because of this, it would be invalid to indicate
version 2 again for the session if the SDP has changed.

Whenever offer send as SDP and it is different then previous SDP then version
must increase by 1 irrespective it is accepted or rejected.
