This was with two Polycom Sp560s, sip 3.2.6 and bootrom 4.1.2
Calls are coming into the system over a sip trunk through the sipXbridge.
In reply to the other poster, I had pushed the config to the server and
rebooted, and the problem persisted.

Yes, this is correct, it was set to managed in the gui again. I know
that it *was* set to unmanaged, because I had to create the cfengine
script to allow udp 53 through the local firewall.
I've set it to unmanaged again.
