you can use ngrep, tcpdump or wireshark to watch the NOTIFY message
coming from sipXconfig on 5060 to compare it with the one you are
sending that works.

phones via GUI.
I've restarted Polycom phones using the "sipsend --event check-sync
" command and after that everything is ok with Polycom phones.
But I still can't restart Linksys phones: it seems that they don't
accept
