Asterisk has never had a complete enough SIP stack to be used as an
unmanaged gateway. Use sipXbridge or a separate SBC. Or try FreeSWITCH.

I'm trying to figure out an issue, I'm connected with sipxecs to Asterisk
configured like an unmanaged gateway, Asterisk is connected to Avaya with
H323 and then use Avaya PSTN connection for outbound calls.
Call from sip peers on Asterisk to PSTN Avaya works without issue.
