The pdfpages LaTeX package is a free solution (if you have a LaTeX
installation somewhere), pdfnup which wraps around LaTeX and pdfpages

statute. I need it on the computer to be able to search electronically
and to copy passages into other documents.
The formatting is highly complex, with many layers of nested indents.
