or
defaults write -app Skim SKKeepNoteWindowsOnTop 1

I used
defaults write -app Skim SKKeepNoteWindowsOnTop true
and see in ~/Library/Preferences/net.sourceforge.skim-app.skim.plist
that SKKeepNoteWindowsOnTop has been added with the key "true", but
it doesn't seem to have any effect on n
