distfiles server as the download link in your .info file.
Here's the file, with md5sum that matches your .info
they probably moved to M$ servers.

I wrote to David 9 days ago about this issue and have not seen any
response; perhaps others here can help me build the latest gdal-2.3.1. The
SBo version is still 2.2.4.
I'm having problems building rgdal and want to learn if a local gdal
upgrade from 2.3.0 to 2.3.1 will fix that
