In Debian, you can pretty much rely on library packages being called lib*
and development packages ending with dev. If I'm searching for one of these,

Trying to compile the multi-gnome-terminal application which looks
really useful for cutting down on screen clutter.
I'm using Ximian Gnome and Potato and it seems there are even more
libraries missing for compiling new apps.
