Compare this model with "This (remote) life" in last weekend's Weekend Australian Review section. The complaint was getting skilled workers to support remote aboriginal settlements - eg to keep gensets & bore pumps running. Government department policy seems to completely miss the model you describe. Please don't start a racist thread off this - as one myself I'm talking about lack of government policies which could lead to up-skilling of rural, regional and remote workers.
