Unstick the download by tapping on the icon on your iPad (not in App Store
window) at first it should "pause" and on second tap it should start reloading
again

The "Other"is unfortunately not directly in your control. Sort of. It contains
stuff used by various apps as well as iOS itself. Cached files, iPlayer
downloads, email attachments that sort of thing and more. iOS 6 lets you see
where some of the space is going in the Usage section.
