If you want some solid information on Broadband over Power Line (BPL) look at the ARRL site:

There is a lot of info here including some real hard data on the types of interference that can be caused, measured from demonstration BPL systems. BPL is being opposed by ARRL, obviously, but also by the Federal Emergency Management Agency (FEMA <http://www.fema.gov/>), Disaster Preparedness and Emergency Response Association (DERA <http://www.disasters.org/>), and others are moving against BPL.

I agree with Marty. Don’t take a stand until you know where you are standing. This info above should help start that process.
