At this point in time Torrey Pines is not covered under the AMA liability program through Royal Surplus Insurance however it's been covered for years until this current event.  This is due to David Jebb contacting Royal with various accusations and statements.  Jebb alarmed Royal causing them to react. We are in the process of investigating and proving that the accusations made were false.   However, until situation is resolved, Royal has excluded coverage to the City of San Diego for the Torrey Pines site over concerns they heard from Mr. Jebb.  We believe Royal will reinstate coverage for the Torrey Pines site once we can present the facts next week.

In the meantime, Mr. Jebb is the Flight Director at Torrey Pines.  He runs a paraglide training school (for profit) at Torrey Pines.  The property is owned by the City of San Diego.  Mr. Jebb has a contract and pays no fee to the City for it's use ("lease is nominal due to the special purpose use"), however charges anybody that utilizes the site!  Reviewing these circumstances there is clearly a conflict of interest for Mr. Jebb regarding the paragliding operation and other users.  The site should be operated by a neutral party.

Carl: Before any more letters are written to the officials of San Diego I
feel it is a MUST that you clarify, for the Soaring community, whether
         or not Torrey Pines is covered by AMA insurance. You are suggesting
that we assist our soaring brethren, in California, by registering
         dissatisfaction and outrage regarding the actions taken, without
assuring us that AMA, and the insurance that we pay dearly for, is in fact
         in place.
         I am posting this message, and your answer, to the RCSE so we might
with full knowledge of AMA's position, take appropriate action.
