The tape should go on the top.
The tape is intended to turbulate the air flow's boundary layer. It is
intended to delay stall because the turbulated flow tends to remain better
attached to upper surface.
In addition to a saw tooth shape, a simple linear arrangement is also used.

I was wondering where I could find some of that zigzag tape that is
used for getting rid of tip stalls.. I have a DG-600 that has a
nasty tip stall and somebody mentioned trying the tape as the wing is
obechi sheeted with glass winglets so I cant seem to put any
significant washout in
