PVA is soluble in water, but it produces a colloidal
solution rather than a aqueous one.  Are there any
numbers after the trade name? eg. 20-105?  If it is
20-105 (20% hydrolysis, 105 centipoise viscosity) or
greater then you will need to dissolve it in a mixture
of alcohol and water.  Preferably methanol (which is
used in the alcoholysis process) but ethanol (rubbing
alcohol) will do. 

Why are you trying to thin PVA?
