I haven't found it to be a big problem so I haven't developed a solution.
Use a lock washer and keep it really tight. You could experiment with
various lock washers, split washers or combinations.
I've just made checking the towhook part of my pre-flight routine.
Occasionally, one will have twiste
range of adjustment wanted either side of the CG. Voila! hook can't
rotate...

I've used this type of tow hook arrangement but find that the hook
occasionally will loosen and rotate. I'd like to find a trick way to keep
that from happening
