Add a helper class to let RequestHandlers share some common code. This patch
adds support for
1. standard 'Experimental' format warning
2. getCharsetFromContentType()
3. handler parameters ?commit,optimize,waitFlush,waitSearcher
- this change makes the CommitRequestHandler unnecessary
