I'm new to SA and have two questions to pose to the group.
1. Is it possible to re-set AWL scores to 0 for particular e-mail
addresses?
2. is there a Win32 version of an Outlook to RFC822 mailbox converter, (to
use with messages destined for sa-learn).

Yep, see the manpage for spamassassin:
spamassassin --remove-addr-from-whitelist
