It could be that if we wait long enough, the problem may be fixed by RedHat.
I saw this message from the Perl5 Porters List talking about the problems with the Perl 5.8.0 distributed with RedHat 8.0:

Chip Turner (who builds the perl that ships on RedHat systems) plans to
build an RPM of perl 5.8.0 that integrates several recent changes,
including some UTF8/PerlIO fixes.
Chip also reported a bug (#18265) related to read() on nonblocking file
descriptors, which can return undef without setting $!, when PerlIO is
used.

UTF8 and perlio both have caused a lot of growing pains, but they are
-good- changes that need to happen sometime. I would highly suggest
people not build RPMs with those backed out; instead, help find and
kill the bugs :) I plan on making an RPM available with Jarkko's patch
and placing it on people.redhat.com, as well as integrating a few
other changes that have been made since 5.8.0's release. If people
will help test this, it will speed the process of getting this
officially errata'd.
