DCC is only in the CVS version at the moment, not yet in the released version. The web page is built from the released version, so DCC isn't covered there yet. If you get the CVS version, a "make" will generate HTML and text files in the "doc" directory; or you can just use "man Mail::SpamAssassin::Conf" if you have built/installed the CVS version.
DCC and Razor both don't require any config file changes for SA to start using them. They are tunable through various config file options, but if SA detects they are installed, they will be used in a sensible way.
