It could be relativly static if each admin makes up their own... The admin could also write a script to verify the name resolution.

Alternativly perhaps verisign could register a domain name that could be used for this purpose.

If it was done it should be a dynamic garbage address. If it was hardcodede someone could register it just to break SA (it would be quite easy to reverse engineer SA to discover what address to register).

I guess the problem is that it's hard to code it in a way so the wrong people can't figure out which hosts are looked up and at the same time make sure that no real domains are looked up. As I see it it can't be done?
