Yes, adding the option appears to fix it. I added:
access-file=/etc/tcprules.d/tcp.smtp
to the configuration, and it works now (relay allowed when 
authenticated), and there is no longer an ERROR message when I run 
--config-test. So what's the right thing to fix, the program or the 
documentation? ;)
