Not having heard a response re: versioning, we discussed on the SPDX legal
call today and agreed
<https://github.com/spdx/license-list-XML/issues/616#issuecomment-393596266>
to version by date. This will be included in the 3.2 release of the SPDX
License List, slated for the end of June.
