my suggestion is:
1 - use latest sphinx stable;
2 - look at what is your codepage (fr_FR.utf8?) or fr_FR.iso8859-1 or 2)
windows standard use windows-1250 or windows-1252. see all codepage chars
that you use for your .rst files.
