electric fan question

My electric cooling fan began blowing fuses. I took it apart and found that each section of the comutator is short circuited together. I believe this shouldn't be like this. Does anybody have any idea how this would have happened and how I could possibly fix it? Thanks, Chris /// [EMAIL PROTEC
