So I determined the cause of my backfire. The valve is not cutting off 
the air as when I suck on the vacuum  line it does not hold air and the 
valve does not move. Interestingly it is a GM part no 7030761 which I 
find I can get a replacement according to NAPA (OK it was the only site 
I could find that actually referenced this number, GM does not) for $55+.

So questions
1. is it worth it - obviously the air pump and check valve still work 
(and consume power)
2. anybody ever bought this part as it looks like mine has been replaced.
3. I know I can remove the air manifold and block the ports with brass 
plugs, but how easy is it to get the manifold off ?

I am tempted to just dump the air pump etc. But thought that in case 
anybody needed the info on a new valve for emissions purposes it might 
be useful.
