Hi Ben,
Its worth looking closely at the timing as well, as it could be that the
centrefugal weights are jammed. Happened to me and gave the same symptons!

I ran into a curious situation today. I cannot get my spit to rev higher
than 4500 RPM and when driving over about 4250 RPM. At just above 4000 I
start getting hesitation and by the time I get to 4250 the car is acting
like it's starving for gas. Back down to 4000 or less and all symptoms
