My only question would be then why
would the horns blast when I bypass the relay? They're grounded to the
steering rack and if the rack isn't earthed, then...?

Here is another symptom: If the horn works when the key is NOT in
the ignition, but it has problems when you are actually driving, the
cause is almost certainly that little grounding strap on the
flex joint. When you have the key out of the ignition,
