The only option I can think of would be to use a hose monster type system and
flow them into a large water truck so that the water could be used somewhere
that needs non potable water.

Yes there is a straight forward way to get the required section
modulus for a cantalevered trapeze member:
weight (lb) * distance (inches) / 15000. For example, hanging 4" Sch.
10 24" off a joist (say to the right)--
15 feet of water-filled pipe plus 250 lbs = 426.7 lb, * 24" =
10,240.
Has anyone come up with methods of doing hydrant flow tests while minimizing
water usage? This could be N issue in the northeast this summer.

Why would it be any other way? If the 'closed' system is a solid body of water,
the added water from the pump will disperse pressures in all directions. Since
