Yup. The entire exit enclosure is supposed to be fire rated some hours, including the lid, which better not be an ordinary roof. This also means there is can be no building structural steel penetrating the exit enclosure. These are mistakes usually seen in design development that get corrected before construction documents. Perhaps this roof drain is not the only problem or maybe this building is where there are no building codes. I’ve seen stairs deemed not exiting stairs but when there is an enclosure it will be assumed protective by the occupants and responding emergency folks. It would be hard to believe there is an excuse to not having a fire rated exiting stairwell enclosure.
