The 100 sq. ft. per occupant factor used by the designer is not correct
and is overkill. The 'Owner" needs to provide the manning levels for the
facility for you to determine the occupant load in accordance with the
requirements of NFPA 101.

the contract documents seems to indicate that the engineer
does not want his/hers work to be questioned. Probability because they
do not want the Owner buried in RFI's because the Contract Documents
were not clear and accurate.
