[sqlite] SQLite 3.22.0: Precompiled Windows 64-bit DLL is 32-bit?

I downloaded the precompiled Windows binary from: https://sqlite.org/2018/sqlite-dll-win64-x64-322.zip This DLL causes a "not a valid Win32 application" error when using it with 64-bit Python 2.7.14. Dependency Walker shows it as an x86 DLL, not x64. I tried the previous version from: https:/
