library (even in the old Jessie Debian I am forced to use) which
resolved the issue :D

My guess is SSL 1.76 has limited SSL negotiation and no TLS and so https
requirement is ignored, whereas 2.002 has more SSL negotiating ability
and some TLS capability - so https negotiations are attempted but fail
(timeout).

Ok, so the 7.9 branch is then pretty much dead and should not be used
because the infrastructure needs SSL?
It's not only LMS, but also your OS and installed libraries. What
IO::Socket::SSL version do you have (see Settings/Information in LMS)?

Thats not a DNS issue. The error says LMS cant download the file not
that it cant find the server.
