So the Trackstat plugin is indeed the culprit.
Now what to do?
Re-enable Trackstat (if possible), set logging for that plugin to
"debug", make sure you check the "keep settings on restart" box at the
top of Settings/Advanced/Logging. Then watch server.log while your LMS
is "hanging". Is ther

I have three Erland plugins, the License Manager, Dynamic Playlists and
Trackstat.
Disabling all three of them makes the server start normally.
Adding each one after another makes the server 'hang' when the Trackstat
plugin is enabled.

you're using?
Start by enabling any plugin where the author isn't Logitech. If that
helps, re-enable them one by one, followed by a restart.
I'd start with the TrackStat plugin.

Not sure how to list the third party plugins.
Simplest would be a screenshot of the plugins page...
Another option would be finding the plugin/state.prefs file from your
prefs folder (see Settings/Information).

Not sure how to list the third party plugins. Webserver does not allow
me to select them.
However I disabled the following plugins but that did not solve the
issue:

I have a similar problem. It takes way too long too start, about 20
minutes. If this happens, SqueezeSvr.exe uses all CPU cycles of one
core. All squeezeboxes lose connecion. (It happens during a rescan too)

I'd also check firewall and antivirus blocking. Anything beyond 30
seconds to successfully launch LMS (1 min max) on a Win box, something
is very wrong.

Is that all there is in the log? Checked scanner.log, too?
How do you figure out whether it's starting or ready?
What plugins are you using?
How large is your library?
Did you try a full wipe & rescan since?

Hello All,
Since July my server stays in 'starting' mode for half a day or more
during a restart. Once it's going it works fine. This happens
regardless of whether i reboot my computer or just restart it from the
Local Services mcc. It always freezes at this point in the server log:
