I've solved my problem.
I forgot to verify the ownership of my PERL script.
I set it to the same user defined in cache_effective_user and it started
working.

Does Squid 3.0 support ESI Invalidation Protocol ? - if not are there
any plans ?
Or maybe there are some other ways to somehow invalidate and purge
cached ESI elements ?

I ran into a bug with the RSA SecurID pages but other than that it worked.
Might need to tighten up the ACLs.

I'm in the Squid FAQ, however, and the only mention of NTLM is 11.14 -
(does it actually work with NTLM?). The Configuraton Guide is for 2.4
(squid.visolve.com), and there's no reference of NTLM on the user's
guide.
Am I missing something very obvious?

Do I have to do anything at compile time, in order to use the
redirect_program directive?
I've specified the redirect_program for squidGuard, but it doesn't seem
like squid is passing acl stuff to squidGuard.
