No when being reinstalled provided the cache dir(s)
remain untouched so to speak.

/etc/syslog.conf ,
but i just can see cache.log in remote machine ,why access.log not found in remote
machine's log content ?

If you remove squid ( RPM ) it keeps the cache directory, and the rc
script.rpmsave and the /etc/squid/squid.conf.rpmsave.
If you recompile squid, and run as different user, the cache directory would
be un accessible. ( chown squid.squid /var/spool/squid -Rf fixes it )

But because of the change of provider I don't have any proxy left :D

I believe you need to remove the cache_peer line from your squid.conf and
then issue a squid -k reconfigure.
