The FD count will grow because your cache is being used more and your
bandwidth is being utilised. I doubt the FD count is the source of your
slow internet - I think its just a byproduct of it.
Do you have a graph of your internet connectivity? I personally run

Does the 'file desc currently in use' means, number of
connections to/from squid? We happened to experience
slowness in accessing the net when the file desc
numbers grows.Does limiting the file desc helps to
improve performance.
