I suspect, you might have some statement like "never_direct" /
"always_direct" in the squid.conf of first squid with some ACL, which does
not match any more.
To get a clear picture, pls publish both of actual squid.conf, anonymized.

I used havp with squid for several years, but now decided to drop havp
to c-icap.

I think you do not understand couple things.
When you use a proxy in a Forward mode which is configured in the
clients browser using wpad.dat, there is no means to SPOOF their IP.
