I have submitted a bugzilla entry with these improvements to the radius auth 
helper of squid 3.2:

- changed the default timeout from 30 to 10 seconds.  The docs say its 10, and
I think 30 is too long.
- added the possibility to specify the timeout in the config file, before it
was only read from the command line.
- added a new parameter which allows access when no response is received from
the RADIUS server, it is disabled by default to have a backward-compatible
behavior.
- added error messages to be shown in error templates via %m.

Please review it and merge into squid if it looks fine:
