There is a good 3rd party add-on that does exporting of log file to a
MySQL database and generate reports from them.
Take a look at MySAR, maybe it already satisfy your requirement.

You have the right idea, except Squid's delay pools use bytes/second, and
bandwidth is usually measured in bits/second. Try this delay_parameters
line instead:
delay_parameters 1 16000/16000
