on passing squid -NCd1, got the error file size exceeded and it broke.
Checked squid/var/logs and found access.log with 2.1GB size.
moved it to different name and re-ran the squid and it worked.

How can I permit all users(10.0.10.0/24) to have an unlimited speed access
with no delay restriction to my servers(192.168.0.0/24) and restrict
anything else.
this is my current delay config.
