No, it's up to a second. Squid only checks connection related timeouts
once per second so all timeouts are +- 1 second.

Hi,
I have seen in squid 2.5 stable10 that at many places if i give 0
value, it means no limit.
for example: connect_timeout 0 (it means no limit to connect timeout).
But i didn't find any documentation about it. can anybody tell me what
all directives have 0 as no limit?

where this is mentioned in the squid.conf.default comments yes.
