Can squid cache HTTP Data going encrypted over IPSec VPN and SSL VPN? If yes
then how it can be done?

It depends, if it is something like this:
Local computer ---> squ
no, squid can't cache HTTP data over IPSec. It'll not know what data you
are transferring through VPN.
