Is squid -z idempotent?
In other words, is there any issue with a startup script that runs
squid -z before every startup, even if the cache directory has
already been generated in a previous startup?

Depends on the cache_dir type. For aufs/ufs/diskd it is.

So in the coss case, what happens if squid
