You can check the Squid logs to see what the problem is, but as a first thought 
I'd check to make sure the user account you're running Squid under for the 
service has the right permissions to what it needs.

Try changing the service to run as Administrator or something to see if that 
helps, and then it's advisable to create a special account for squid with the 
permissions it needs to run squid under permanently.

When start the squid service fron control panel of windows receive this message

The Squid service on Local Computer Started and then stopped.Some service stop 
automatically if they have not
work to to, for example the performance Logs And Alerts service.

If I start squid from windows prompt it start.
